New Arbor Seal & Paint

Dear Freinds

I am building an Arbor with laminated poplar boards and once I am finished I would like to seal the finished Arbor and then paint it. I have heard of different marine varnishes like Akzo Nobel Cetol that are used on ship masts. What would be the best sealer to preserve the wood under a good Exterior Latex.

I am open to suggestions from anyone that is experienced in this area.

The Arbor would have direct exposure to upstate NY weather year round.
