Metal strap on wood framing. Can I cut it?

I'm trying to install a dog door. When I opened up the wall where I want/have to install it, there was a metal strip across the area. It looks like a hurricane strap. But I don't want to cut it if it's important. I live in Arizona, so hurricanes and tornadoes are not a big concern.

Bottom line, can I cut this? (See picture here https://picasaweb.google.com/103916711808214386689/August62011?authuser=0&feat=directlink)

Do not cut it. It is probably for protecting wiring or plumbing in the wall. They put those metal strips in there so others won't mistakingly put a nail in a pipe or electrical wire--or CUT THEM. Simply patch the hole back up and place the doggy door a few feet over.

As said, NO- don't cut it. It is a required seismic strap for your Zone "C" or "D" you live in- keeps your house upright: http://publicecodes.citation.com/ico...001_par004.htm

Move the dog door to another location.
