Kitchen Cabinets

Can someone explain how to cut down a base cabinet to 31" high? I'm building a hobby table and the standard 34.5" is too high.

cut bottom of cabinet "toe kick"
if a new cabinet you might look at bath vanity cabinets shorter in height

Make sure to leave them high enough so the doors do not rub the floor.
Any way to just build a platform to stand on instead?
