With todays heating prices I would insulate all I can.

The rule of thumb is if you want heat or cold to stay where it is then insulate.

The key is going to be what your interpretation of "fully insulate" means.

Check to see what the requirements are for your region, then check what is in place.

If the ceiling areas are insulated to the requirements for your region, then adding additional insulation, is just going to be overkill, and a waste of time and money.

Having two insulation systems interrupted by a large air void could be setting yourself up for moisture condensation issues. You would be creating an unvented plenum. If the air temperature in that space ever drops below dew point, get ready for a host of problems. You'd be better to lower the insulation system down to ceiling level and vent above it.
