Horizontal drywalling

Do I need to support the drywall between the studs where the top and bottom drywall sheets meet when horizontally installing drywall?

No, not if the studs are spaced at 16" centers.

3/8" drywall needs 16"o.c. perpendicular or parallel, no 24"o.c. studs

Absolutely not.

you should never have to put blocking in between studs for wallboard. I've seen blocking ran to ensure the studs are kept straight, but like mentioned 16 OC is okay for all sizes of wallboard and blocking is not needed or of any benefit. If you have studs that are 24 OC you should always jump to 5/8 wallboard
