Do I need to Replace the Sill>>

We own an older (1930s) lakeside camp in Maine. It sits atop piers. We are going to have a block foundation placed under one wall (to act as a foundation wall and to enclose an excavated crawl space). The 4 x 6 sill on that wall is fine no rot, but it has been suggested that we replace it with a new pressure-treated (PT) sill. Is this necessary? How about simply placing a PT 2 x 6 under the sill (between the sill and the top of the concrete blocks)? Is that a viable option?

That makes sense to me. You'll need to bolt through the old sill and new PT 2x6 to hold it down to the block wall.
These blocks should be filled with concrete to hold the anchor.
