was wondering if deck guard needs to have any structural support connection to the joists or even girders/ledgers through the surface decking board or is it OK to have it installed at the very end after all the decking boards have completely covered access to the structural layer underneath.

basically, i was gonna set decking board so that i can at least use the deck for accessing the house from that end but install the guard later as a matter of lesser priority (it is not dangerous since the deck is only 20" high). but if i need to set guard corners or something before setting decking board, that would change the sequence...

If you are talking about railings, and you are building yours, then it's better to do those first.

You will want to do proper blocking and/or hardware for a solid railing and need to work on it before you put the decking down for a deck that low.
