Cutting into rim joist

I bought an older home and realized not having a faucet in the front of the house was a pain. I decided to install a frost-free silcock.

I measured and drilled from the outside of the house into the basement.

Unfortunatly, I must have drilled at an angle as I now have a 1-3/8 inch hole 1-1/4 inch from the edge of the rim joist which is a 2x10.

My understanding is it must be no less than 2 inches from the edge.

My question is if the rim joist is an exception to this rule. It sits solidly on the sill plate which is sitting on the foundation so there really shouldn't be any shear forces.

I don't see how it would affect the structural integrity of this joist, but I want to be compliant with code.
