I need to cut a lot of small 1.5"x3" slots out of Hardi Plank that is already mounted to wall, to hang shutters. What would be the best way? I'm thinking of using a multi tool with carbon grout plunge blade are something on that line. Any idea's on how to cut it are experience with my method?

I'd say you've got it figured out already (That was the first type of tool and blade that came to my mind).

to hang shutters? why do you need to install blocks?

Shutters are hung with screws why the slots? A simple hole with a masonery bit, silicone in the hole is all you need.

Could be heavy shutters Tom. :)

thus the why?:)

cutting thru the envelope to install wood blocks may require more info than just what saw to use,depending on it's exposure it may need to be flashed in

Reseal the cut edges, adding drip caps. I can see this being a great place for wall leaks.
