Crown molding finish problem
 
Just had crown molding installed "professionally". Is the putty supposed to be sanded off before we paint? Seems as if everywhere the installer puttied, my paint isn't sticking, or the putty is getting nasty lines in it, and showing through. The molding was pre-primed, and we've already got 2 coats of glossy white on - but it looks really blotchy!
Do we need to go back and sand all the blotchy areas (probably 130 feet of installed crown molding!) or is there some way to fix this?

Is it putty, or did he use some kind of silicone based product, like white silicone caulking?
Paint will not stick to silicone. What you describe is what happens when you try to paint over silicone.

you could try primer first before the paint.
