The door sweep is torn on my storm door and I wondered how to replace it? There are two screws on a metal plate holding the old rubber on and it doesn't want to come off. Any hints?

If it's just applied to the face of the door, use a sharp knife to score the paint line where the top of the metal strip touches the door. Then take a flat screwdriver/putty knife and tap it gently with a hammer to pop it off.

You can buy replacement rubbers for the door. You can just unbend the crimped edge and pull out the damaged part. The new piece can be slid in. Just crimp the end after the install.
You do not need to remove the metal piece.
