Building Cabinets over heat pipes

We have a narrow (56") "room" that we want to put cabinets at the end of. This room is supplied with baseboard heat by a set of pipes running along the far wall, where we want the cabinets. Can I build a cabinet (floor to ceiling) over those pipe. I'd wrap the pipes in pipe insulation. the pic below is a side view of the cabinet wall, the pipe would be along the back bottom of the entire cabinet run. Doable?

Any suggestions on how to add that air flow? I don't want to vent the pipe into the cabinet. Perhaps lifting the cabinet up off the floor by six inches (a six-inch toe kick?) and venting that space would suffice?
