Board on board fence-How to design to allow for easy grass mowing/edging?


I'm having a board on board fence made and my lawn guy mentioned something about having a plate/board on the bottom to allow for easy edging during grass cutting.

Could someone elaborate and/or show me some photos of what he was talking about? I know my neighbors fence has weeds growing up from the bottom and making its way up thru the fence, which I think looks horrible and would like to plan on eliminating this if adding something like this would help out.
