Default Basement leaking on floor around perimiter

I have a basement that seems to have water coming up and through where the floor meets the wall. I also have one spot, where a beam support sits, that appears to have water shooting up through it, at a pace of a soft water fountain. I have never seen anything like this before. Aside of getting rainwater further away from the house, what other DIY ideas might I try?

Working gutters and downspouts that get water away from the foundation(at least 6'), and grading that does the same thing will reduce or cure basement water problems 90% of the time. It either sounds like you have no gutters, or you have springs under the floor. Is there a perimeter drain system that empties into a sump?? Since you did not mention anything like that, I assume not. May be time to consider that. But the gutters are the least expensive cure.
