Base molding question

I am installing new carpet and floor tile. I am confused regarding whether the base molding is installed before or after the carpet and tile. My understanding is that tile should be installed before the molding. Here is the dilemna--at one point, the carpet meets the tile so the base molding must be mitered at that corner. if the tile is installed prior to the carpet, the molding will be uneven (higher where the tile is installed). I would really like some help with this problem.

Base molding question

If you set the moulding 1/2" off the sub floor for carpet, is that not the same height as the moulding off the tile?

Base molding question

Install the tile. Install the base over the tile. Make the carpeted area base the same height as the tile and, if necc adjust the height of it to about 1/2" above the floor sheathing
