balcony railing


If the width of the area is 114" and I am not attaching the handrail to the wall do I need a center Newel?

Yes you do . Even if it was a metal railing. This railling must be strong enough to sustain a substantial lateral force without collapsing.
Do you think the railing you're making will do that?
How far off the ground is the balcony?

I believe the max is 96". So, yes, I would put a post in the middle
