Wavy Washer Trottle Control Box


I had to replace my throttle control box on my MTD mower.
I have no idea where the wavy washer goes. No instructions came with it.
The thin plastic washer was easy to see, but the wavy washer looks like it does not belong.
All pictures of this throttle control show this wavy washer. But no pictures show where to locate it.

Its Oregon Throttle Control Box 60-008.

Note: The original fell apart, so I have nothing to look at as reference.

Wavy Washer Trottle Control Box


It should go on the bolt that the lever pivots on, between the lever and the body. All it does is provide tension against the lever, so that it remains where you want it, without having to tighten the bolt so tight that it won't move. And the bolt should have a lock nut on it, so that you can snug it up to the point that the lever moves without flattening that washer and binding.

Figured it out by looking hard at the old sides. But it is not smooth operating.
There is no nut. Its a plastic housing. Screws that penetrate the plastic.

Here is a picture. Its even got a plastic handle now. I tried to use the metal handle but it would not close right.

Something is wrong. Either the screw that goes through middle of the handle is to tight, I assembled it wrong, its a POS made in China, or I just did it wrong?
I do have good mechanical abilities, but sometimes I question myself and or the product.
