Fixed your title--

Did you touch the ignition wiring or by pass any of the safety shut offs?

That should shut off when you get up off the seat---------

Its a 1985 troy-bilt horse rototiller w/8hp(6kw) kohler electric start (18ci) engine.

key is good.bendix is good. How can I test the solenoid

It may not be attached to the starter in your case, but mounted some place else but the test is the same.

Ayuh,... The key should provide an Open circuit to the ignition, when "On", 'n should go to Ground, when "Off"...

Check to see if the "kill" wire has been pulled loose or came off of the connection to the coil.
