Do we assume snow blower? If so, much will depend on where you are (snow volume), size of area to blow, etc.

Leaf blower, snow blower?
Buying any power tool with no hour meter is going to be a gamble.
If your talking about a wheeled blower mostly used for blowing off driveways and a home owner owned it, there likely selling it because they almost never used it and when they did it was hard to start because it never got used.
First things I do is smell the gas tank, smells funky and not like fresh gas, you can plan on replaceing or rebuilding the carb. and fuel lines, filter if there is one.

Next thing is to look over the overall condition, rust, wheel condition, does it start in a couple of pulls, no smoke when running, does it need the choke set 1/2 way to run?
As my general rule I check out what a new one cost and only pay 40% of what a new one would cost if it's in good shape.
I also Google the model # and add complaints.

If you're going to buy a gas-powered leaf blower, just go with one of the lesser expensive ones.

THE SINGLE MOST IMPORTANT THING IS TO RUN THE RIGHT GAS/OIL MIXTURE. THAT IS MORE IMPORTANT THAN ANYTHING ELSE.

You can buy a really expensive one, but those are actually built for commercial applications. As a homeowner, you'll probably never wear out a cheaper blower.
