Honda Black Max surging???

I have a Honda Black Max 22" mower. I have had this for 2 years with no problems. I went to use the mower today and after starting the motor is surging. I checked the oil, fuel and cleaned the filter. Still surging. To the point the drive mechanism won't really work. The only new thing is I just put a new blade on it. Any ideas?

How old is the gasoline you're using?
Drain any old fuel and start with known fresh fuel... and put a new air filter on.
While you have it open hit the carb hard with spray cleaner too

Probably only coincidence.

Make sure the basics are covered most of which is air then fuel quality
and then fuel delivery (relative to air)
