B&S governor spring/throttle

]I have a briggs engine 12h802-2635 (goes on pressure washer). and just did a carb clean up(no screw adjustments) and got a new governor spring.new plug,filter,fuel,etc.It has a idle arm and a throttle arm.Am having trouble with readjusting the throttle/governor set screw and the spring..I have a high RPM when running and is tricky to get it set correctly.It wont work right with spring in gov arm-doesnt move throttle back and forth freely..any info on readjusting governor screw ,spring,and throttle?
