What Causes This?

What causes the fresh cement to look like this in this new section of concrete?

Is it a bad thing?

hard to tell from that picture for sure, but it looks like it was covered in plastic sheeting, and the chloride/accelerant leached out of it in a strange fashion due to the uneven contact of the plastic.........

Nothing really wrong with it, other than from an aesthetic standpoint........
