Tuckpointing

I notice there are 1/2" holes and loose vertical mortar joints between the cinder blocks on the very first course of the foundation wall in my above grade basement.

The course I am referring to is the very first one just below the 2"x4" studded wall.

I think the cracks comes from insects moving into the house. I can only see the gaps and loose mortar on the inside. The outside is surrounded by cement patio.

Can I use compress air to blowout what's loose fill in the gap with a mortar bag?
I don't want to make it worse but I am putting dry wall up soon.

Chisle or grind it out. It's needs to be about 1/2 deep to hold the morter.
If it was mine I'd be using Hydrolic cement instead.

Is that a none pressure treated bottom plate?
