Tammsweld bonding agent

Anybody ever use Tammsweld bonding agent. I'm installing manufactured stone veneer over my foundation (poured concrete). My stone/cement supplier suggested using Tammsweld. The instructions are very vague and I can't find much online about it. I rolled it on my concrete wall but it seemed to dry really quick, even after the instructions said to dampen the wall 1st. The bottle says it takes 1 hour to dry, but it is a rewettable bonding agent. I've never used the stuff so I'm not sure how it's suppose to work. Is it suppose to feel dry rather quickly and the water in the moisture makes it tacky? Or is it suppose to go on tacky? At no time, wet or dry did it feel very tacky
