Strip or refinish painted concrete porch??

Hello.
Our house has a previously-painted concrete front porch. The paint was peeling when we bought the house several years ago. I scraped the loose stuff off and repainted with garage/porch paint. It looked great for awhile, but eventually began peeling badly again.

Now, should I just attempt to just strip all the paint off and go with bare concrete? (What products have you had success with?) OR, should I try refinishing it with a product such as Granitex, which can be applied over painted surfaces? (Any reviews on this product?) Products such as this kind of worry me, as far as the potential for it to eventually peel.

So...any suggestions? Other ideas are openly welcomed as well. Thanks!
