Strange areas on new stucco finish coat.

I've used Quikrete white stucco finish coat on top of their base coat and the results have been great. But I noticed that on some of the walls, when I water it there are some areas that remain white and doesn't get darker as the rest of the wall does. They slowly slowly get darker though, as if there was something preventing the water from absorbing in those areas. Have anyone seen this before? Any clues to what might cause it and how to avoid it?

Nope, nothing but the base coat beneath the finish coat. Today I tried and brush with a stiff brush on the affected areas, and they immediately started to absorb water. There's like a film that can be scrubbed away. Maybe I over-floated, or floated too late that caused this film to form.
