Sealing the interior of a garage

We have a garage which has its rear and side wall set down into the block, in other words soil is at the side and back. The plastic that was used to stop water pentration has now (after 20 years) disintegrated and we have a problem when heavy rain continues we end up with 3 inches of water at the rear of the garage floor. Will your product stop some or all of this happening?

Could you explain how the plastic disintegrated?
