Retaining wall

Hello,

I built a retaining wall out of cinder blocks that are seconds from a local distributor, they measure W16"x H8"x D10". The wall is 40' long and about 28" high. The cinder blocks have two holes in them. Also the distance from the back of the retaining wall to the fence is 8'

My goal is to build/make stairs on each side of the wall and build something on the side of the wall to keep everything boxed in. So basically something going from the end of the wall back towards my fence which is the back of my property. (perpendicular)

So my questions is, I'm trying to figure out how I can keep the dirt behind the wall allowing me to build stairs to look nice. Also any ideas on how to build the steps would be great too.
