Removing Door - Concrete Foundation

Hey All!

We have a duplex that we're taking out the side door and walling it off. I was talking to a guy doing some concrete work in our backyard and he's offering to tear out the steps, build the forms, and do the concrete for a couple hundred bucks.

I started asking some questions about water proofing and reinforcing but his answers seemed a little "off" so I wanted to get y'alls opinions. Is there a different kind of concrete contractor to do this kind of work? Or could "any" legit contractor do it?

Anyhow - picture attached. We're pulling the door and tryingto make it look like it was never there. I know we'll need to put in re-bar to reinforce the joints, but how thick/deep? How far spaced apart? I've read about different options for sealing the joint to keep water from seeping in, but nothing definitive.

Any help/advice would be great - I could see the project causing major issues down the road if it isn't done correctly, but all I can seem to find with forum searching is how to add a door, not how to take one out.

A mason could probably do the job as well, and will likely have a better idea on how to keep walls "waterproof", but the concrete contractor is going to be more efficient with the step tear-out.......
