Pool question involving flagstone


I just bought a house and it has a pool that has a flagstone spillway. I want to raise the spillway a little bit (1 inch or so, the thickness of one additional stone) so the water level is a little higher. As of now the water level is just a little higher then the skimmer level. Poor design. What is the best way to attach another stone on top of the existing stone? I hope the picture comes up. The spillway in the bottom off the pic is the one that I am raising.
