pavers on top of concrete?
 
Can I place pavers on top of existing concrete? If so, would I need a subbase between them?

You might look into rubber pavers. They are easy to install and maintain, come in all kinds of colors and patterns ranging from bricks and cobblestones to squares and rectangles, are great to walk on and even somewhat forgiving to dropped glassware. They are used a lot around high end horse tracks. They are, at least to a point, self-leveling. They handle sever weather well.

Like most things, those box stores sell are not so great quality.

Another thing to consider about them is that they're made of recycled tires. If you're into the green sort of thing.
