I plan on mortaring pavers over my existing sidewalk. I recently pulled up all the sections and re leveled as it had been channeling water towards the house. Since I am in a northern climate, would it help if I fasten the sidewalk sections together with some kind of metal strapping before laying mortar and pavers? I would think that if anything moved it would at least move together.

If it was mine I would install metal edging, and use sand as a base, lay the pavers add more sand to fill the gaps.
Reason being as that concrete settles, flexes and cracks the pavers will float instead of also cracking and coming loose.

The pavers and the original sidewalk will expand and contract at a different rate, meaning that the mortar joint will break and the pavers will be loose. Any hairline cracks in the mortar will take on water that will freeze and pop the pavers off. If the pavers overhang the edge of the slab, the ground will freeze and lift them. I have seen all three of these happen on the exact same type of sidewalk you are proposing. You are better off letting them set in a bed of sand and installing an edge to keep them corralled into place.
