paver patio + water

how does a properly installed paver patio deal with water/flooding ?
as in, the patio is lower than the yard. water drains to the patio. does the patio let the water seep through, or does it prevent the water from soaking through ?

paver patio + water

' pervious pavement ' also includes paver patios so water necessarily drains thru them,,, it also includes concrete parking lots, sidewalks, roadways, & drive-thru's
