painting exterior block walls


I have a new building with cinderblock wallsthat are exposed on the exterior , what is the best product to use , considering the area has a high moisture content surrounding the building, should I do a prime & paint 2 step process or is there a top quality 1 step product that will hold up well ?

I have heard a lot of people use a waterproofing paint called Drylok with good results,but maybe a paint guy will jump in with a better answer.
