WOW, sounds like your in some trouble. I don't see how you can avoid paying him. It doesn't matter what HE payed for concrete. Most contractors get a better price than homeowners. You are not subject to the discount he get's for buying in bulk over the year. He also has overhead and payroll to worry about. As it is , all you can do is make sure the job is done to your standards.IMHO

No permits or inspections in this county. Joe I do understand what you are saying and I can respect it, I've paid him everything he's asked for but it's when I got back and reviewed the numbers that's when I said WAIT A MINUTE! I'm not stupid, I understand everyone charges differently but when you start adding these numbers up, you'd be stupid not to question them!

What do you call it for not having a signed contract with a fixed price? What do you call it coming on the internet and asking if your being overcharged?

Maybe he added the "Difficult Customer" (there are other terms) "Surcharge" - to the total.......
