How to cover concret stairs that are coming apart with wooden stairsoutside

We would need to see the stairs and the landing in order to offer a sound suggestion.

Most times, the steps need to be moved out from the existing ones to allow for the wood stringers needed to support the steps.

Not going to work. Wood needs to be able to dry out on the back side or it's going to rot.
Wood expands and contracts, concrete does not, the screws will work loose.
Bust up the old steps and replace.

you MAY be able to repair the conc stairs but its best left to a licensed pro w/liability & completed opns insurance,,, not an easy task for a diy'er,,, IF the underlying stairs are ' comin apart ', why risk future possible injury ? probably not what you want to hear but, to me, its the best advice
