mira-drain for retaining wall???


Im re-doing a failed retaining wall and will be done with poured concrete and finished with stucco after. My question is because the property is located on a hillside, I don't want to haul buckets and buckets of crushed gravel up 50+ steps. Can mira-drain filter fabric be used with no gravel behind the wall?? I can only go up 3' above grade before I need a design review and engineered plans.
