Masonry Foundation - Pics and Questions

I have a hole (2 inches by 3 inches) in the cement foundation of my house near the corner of the wall (see photos). I was told it could have been put there on purpose for ventilation. The hole is located on the back of the outside of the garage and I do have a floor drain within the garage.

Do you know if this is common or should I have the hole cemented in?

If it was for a drain it never should have been done that way.
Look under the house and see if someone dug trench under the house leading to that area trying to drain standing water under the house..

Is that a pipe on the outside, or just a rock? Either way that hole shouldn't be there.
