Loose lag shield anchor

Let's say you have a gate door hanging on hinges which are directly threaded into lag shield anchors, which were inserted into holes in brick/mortar. The hole for the anchor was drilled with a 7/8" drill bit, which was the correct size for the anchor. But the anchor is now a little loose, probably because the door has been yanked on too hard. Can the hole be patched with fresh mortar, and the hole redrilled?

Of course you've tried tightening it?
I've used wooden wedges on the outside of the anchor.
Anchor setting epoxy will also work.

No doubt that bit wandered a bit is why, could have hit a hard spot and was deflected to the side, could use wood like someone said, or maybe the next larger size anchor

Next size anchor isn't an option, since the screw is integral with the door hinge.
