Hole in concrete foundation


Hey,
I was at my mom's place this weekend and she's been having a leak in her basement for a while now, so I decided to remove the wall to see what's going on.

In the cold room wall, there was a hole covered up with a piece of wood, that was leaking, I'm wondering why they had a hole there in the first place, for a vent? I have some photos, my plan is to dig from the outside and patch it up with hydraulic cement, and patch the hole as water is coming in. Any insight would be great

Looks like a piece of PVC in the wall,hydraulic cement might not adhere,you might see if a smaller piece of pipe will fit inside the one thats there now,and put a cap on it and glue it in.

Looks like an old drain line to me.
If turns out to be a cast line instead you could use a test plug.
It's made to be used under pressure to test for leaks so it should seal fine.

Thanks gents, weird that that there would be a drain line under grade? So I can just go to hd and ask for a test plug based on size?
It's weird, the thing inside it is some sort of metal,I was trying to clean it with a screwdriver and it sounded metallic at the end of it

if it is... then it's leaking water

I'm going to fill the crack and the hole with polyurethane, then seal the end of the hole with the test leak, and then put some portland cement all over the cracks for added protection... any recommendation, do I need to put platon on the outside as well or should this be good enough (considering water is only coming from the hole), I am just worried about the crack that's on top of the concrete and running down
