We don't have enough details... How do you know you have mold? Where do you see/smell mold? Pictures?

No, don't do that. You need to figure out why the mold is growing. Is the basement below grade? Do you have water issues (Basement walls, shower, etc?)

Go get a cheap hydrometer to see how humid your basement is.

Using bleach and killz will only hide your issue and will continue to come back. Also, if you have as much as you say you do, this is a huge issue, especially if you have young kids...

Send us some pictures.

Your first step is to determine where the moisture is coming from that caused the mold to grow in the first place. Mold needs .6 water content or sustained 60% plus humidity to thrive. Unless you control the moisture, you will never control the mold. You need to immediately start some negative ventilation to the exterior to keep all the airborne nasty stuff exhausting to the outside. Only then can you evaluate what is "growin up the walls". Panelling can't be salvaged. If it got wet enough to grow mold, it's compromised and needs to be removed. you may be able remediate this yourself, but my first call would be to my homeowners insurance company. Spraying it with bleach and then kilz isn't going to cut it if it's as you describe it.
