Crumbling concrete steps


I would like anyone's suggestions for repairing this mess.
I've been thinking of just replacing the top step. However I'm afraid that may just be a temp repair and I'll find myself fixing it soon after. We have bad winters and I need to consider the heaving issues. Any thoughts?

Ayuh,.... It appears the top step is an after thought, poured separately...

Knockin' it outa there, 'n pourin' a new monolithic pour would last a long time...

After, ya dig out Under that top pour, 'n stabilize it's base.... That's where the failure is....

Throw some steel in it, 'n yer grandchildren will grow old walkin' up it...

I don't know what the surrounding area looks like, but I'd like to see you use 3 big slabs of stone in there.

Excavate, compact in a stone base.

Set first slab, fill any loose area with base.

Repeat as necessary.

As far as the area on the right, I would try to stack some rocks there to keep the grade back.

Get rid of the dead stuff. Then use something like this.
