You can if you want to,but i certainly would advise against it.

slight difference of opinion 'tween canary & us as we do that work item often,,, yes, we can but no, you probably can't

lemme explain,,, we use much better mtls than you're accustomed to seeing/finding/using,,, we have more experience in the right kind of thorough conc prep that's required AND we have the tools readily avail accomplish the needed cleanliness & profile,,, we know cement's ONLY an ingredient of concrete  while ' ceement ' is something used to build backyard swimming ponds

in fairness to diy'ers, its taken 35yrs to accumulate that knowledge/experience but to the willing, yes - its VERY possible,,, whether or not its economically feasible is another issue,,, not knowing your goal makes it difficult to answer

What are you trying to accomplish? If repairing, you might be better off with a concrete restoration epoxy product. I use products from Abatron.

Hummmm.... Can't say I ever poured any cement.

I've poured plenty, along with rocks, sand, water, and admixtures. It was all mixed together, though.
