Cleaning out Rust Blooms

Contractor used a angle grinder cutting up cast iron piping....
A tonnage of rust blooms appeared shortly after the 1st rain

I tried cleaning it with Oxalic Acid and PW. It made it 50% better but after the 2nd rainfall, it looks like they all came back
It did not do the trick..

I'm planing to give it another go this spring/summer.
Any suggestions or advice on cleaning out the CI rust shavings/blooms that are inherent in the concrete

Try a 6/1 water/phosphoric acid solution.
