Does a gas fireplace need a full chimney or can I use a standard 6" exhaust pipe out of the wall? This fireplace will be in the basement.

You need to follow the manufacturers specifications. In other words, step one is deciding on the fireplace, not installing venting.

Not even sure what you mean by standard 6" pipe. That could mean single walled, double walled, triple walled.
Most use a very expencive pipe that draws in fresh air for combustion and vents all in the same pipe.
