Block to floor seal

Hello all new here, I have a question. I new to tear down a old block 12x12 under ground somewhat and lay block on top of concrete floor 5x5 just to house water system with holding tank. I am going to drill and put re-bar in floor and wire between the blocks with a hinged roof for access . What would be the best way to get a good seal to the floor. Thanks Steve

Block to floor seal

Mortar should work fine.

But if you want it stuck permanent and sealed very well use P L construction adhesive. That stuff sticks almost everything together.
