Black Basement Conder Blocks

I was removing some old paneling-on-1x2 walls as part of a project to do some proper finishing - the cinder blocks are black. Does anyone recognize this? Some sort of attempt at a waterproofing sealant?

doubt they're black but, rather, there's a black coating on them,,, was it leaking at 1 time or don't you know ? looks like a misguided feeble attempt @ ' waterproofing ' diy-style to me

Hard to tell from that picture.
Sure it's not just felt paper? Just looking at the white vertical lines.
What's all the black on the baseboards?
Is this below grade?

Yep. The pipe on the right is part of our heavy duty water mitigation - before that, there's evidence that this room saw a lot of flooding. Thanks.

Is that also plywood on the floor as a subfloor?

I gave it a little scrape and it didn't want to come off - guessing it's a sealant from 20-25yrs ago. It is below grade - the black on baseboards is just dirt - our hydronic heat was decommissioned so I'm removing those - every pipe has at least a little standing black water. Real nice.

That's just my mess from removing the panel section - I just wanted to see what I was dealing with there. The floor is a lovely concrete with mastic-adhered 9x9 tiles.
