basement foundation help

what would be the best way to seal very lite dampness on concrete foundation walls before insulating

1st determine from whence dampness originates - either yon wall OR the air occupying aforementioned space,,, tape a 2' x 2' piece of plastic to the wall & post the results in 2 days


if you hear it from a guy in the apron store, be VERY suspicious the mtl/method will work,,, when it time to build something together, they won't answer phones NOR help
