harden product during application such a a activator-catalyst-solvent

Why do you need it to turn hard?
If it's hard it's brittle and may crack as soil conditions change.

Nobody tries to turn asphalt hard. Usually the other way around. Chemists add plasticizers to it to keep it from getting brittle. It would help to know what you are trying to accomplish.
