Advice on pavers needed


I'm going to build wood stairs up to a small deck that continues up to the front door. The landing has a 4x6 concrete slab that will support the stair stringers. I want to cover the concrete landing with pavers before building the stairs. My understanding is that pavers are usually installed on compacted 3/4- and sand. Would laying the pavers on a mortar bed be OK? If so, would you use mortar between the pavers or some type of water resistant caulk? Thanks
